Electrotechnical Assessment Scheme (EAS)

The EAS Scheme specifies the minimum requirements against which an Electrical Contractor may be assessed to determine the technical competence.

The decision to develop an Electrotechnical Assessment Scheme (EAS) was taken at a meeting held at the office of the Electricity Association on 11th January 1999. An Electrotechnical Assessment Scheme was seen as necessary if the electrical industry and other interested parties was going to support  the efforts of the then DETR in introducing electrical safety in to the Building Regulations.

The work has been carried out by a Working Group of the EILLC (Electrical Installation Industry Liaison Committee), and resulted in the development and piloting of the Electrotechnical Assessment Scheme (EAS).

Following the successful completion of the pilot, the ownership and management of the EAS was taken over by the Institution of Engineering and Technology, and is administered by the EAS Management Committee.

The Scheme specifies the minimum requirements against which an Electrical Installation Enterprise (Electrical Contractor) may be assessed in order to determine the technical competence of the enterprise.

Initially, the operation of the scheme has been limited to three categories of work:

A1 - Electrical installations in buildings and industrial locations
A3 - Fire alarm systems
A7 - Emergency lighting systems

The scheme is intended to be operated by certification bodies accredited by UKAS against the requirements of EN 45011, as part of a national scheme for assessing the competence of electrical contractors.

At the request of the Office of the Deputy Prime Minister (successor body to the DETR) the EAS Management Committee has made recommendations for the technical competence of firms (contractors) to be allowed to carry out electrical installation work in dwellings without prior notification to building control.

The document "Minimum Technical Competence of Enterprises that undertake Electrical Installation Work in Dwellings" (MTC) was prepared for this purpose and accepted by the Office of the Deputy Prime Minister. All authorised competent persons schemes are required to ensure that registered firms have these minimum technical competencies.

It is a requirement of both the EAS management Committee and the ODPM, who sanction Competent Persons Scheme Operators, that bodies that certify Enterprises to either the EAS Specification or the MTC must themselves be accredited against EN 45011. The document "Requirements for scheme operators" defines the rules against which that accreditation will be awarded for competent person scheme operators certifying to the MTC.
